The Administrator/Chief Executive Officer of the Public Service Institute of Nigeria (PSIN), Barrister Imeh Okon, has been honoured with the prestigious “Pillar of Struggle” Award by the Association of Senior Civil Servants of Nigeria (ASCSN), PSIN Unit, in recognition of her transformational leadership and unwavering commitment to staff welfare.

The award, presented as part of activities marking the 2026 Workers’ Day celebration, highlights Barrister Okon’s impactful leadership and her contributions to repositioning the Institute since assuming office on September 1, 2025. The ASCSN commended her for fostering a conducive work environment and implementing policies that have enhanced staff productivity and strengthened institutional growth.

In her Workers’ Day message, Barrister Okon congratulated staff of the Institute and acknowledged their critical role in driving its achievements. She described workers as “the beacon and fulcrum of productivity, progress, innovation, creativity, and prosperity,” emphasizing the importance of a dedicated workforce in achieving sustainable national development.

She further noted that the occasion serves as a poignant reminder that the strength of any institution lies not in its structures, but in its people, their dedication, integrity, and willingness to go beyond the call of duty.

In a heartfelt moment during her address, the Administrator paused to specially applaud PSIN workers, celebrating their commitment, resilience, and continued dedication to duty despite the challenges they may encounter. She noted that their consistency in showing up and delivering on their responsibilities remains the backbone of the Institute’s progress.

Reflecting on her stewardship, she expressed deep appreciation to staff for their cooperation and resilience, noting that their collective efforts have been instrumental in repositioning PSIN as a centre of excellence in public service training and reform.

Reaffirming her administration’s priorities, Barrister Okon reiterated her commitment to ensuring that staff welfare remains a top priority. She also emphasized her dedication to continuously building the capacity of staff through structured training, professional development, and institutional support mechanisms aimed at enhancing performance and career growth.

She further urged staff to use the occasion of Workers’ Day to reflect on their service to Nigeria, and renew their commitment to excellence, expressing confidence that PSIN is on a new trajectory in its repositioning as Nigeria’s leading gateway for public sector capacity building.

In addition, she stated that the award she has received is highly encouraging and has further motivated her to continue giving her very best in service to PSIN.

The recognition underscores the critical role of effective leadership and a motivated workforce in driving institutional transformation and national development.

Okon said, PSIN is poised to building a competent, ethical, and innovative public service that delivers effective results to citizens.

She explained that sustainable succession planning must be based on continuous training, mentorship, and exposure to emerging governance trends.

She said Yobe State’s decision to adopt similar practices shows its readiness to sustain excellence and stability in governance.

She also highlighted Office of the Head of the Civil Service of the Federation’s key programmes—SMART-P, which builds administrative and technical capacity; LEAD-P, which grooms potential leaders; and the Exit from Service Masterclass, which prepares officers for life after public service.

She urged the Yobe Government to integrate the Exit Masterclass into its human resource framework to ensure smooth transitions for retirees while preserving institutional memory and encouraging productivity through entrepreneurship and consultancy.

Acting Head of Service of Yobe State, Alhaji Abdullahi Shehu, reaffirmed Governor Buni’s commitment to building a result-oriented and high-performing public service.

Represented by Dr Hamidu Babi, Permanent Secretary, Public Service in Yobe State, described PSIN as the “mother institution of public service learning” and expressed appreciation for the opportunity to train the top echelon of the officers.

Shehu further said the retreat formed part of efforts to institutionalize effective succession planning within the Yobe civil service to ensure productivity, efficiency, and better service delivery to citizens.

The programme will run for five days from Monday 12th to Friday 16th May 2025 for theoretical and the second aspect, the Hands-on training( Agri-preneurship and Business Start-up) would hold at selected farms and skill acquisition centres from 19th to 30th of May, 2025. Bank of Agriculture, Bank of Industry, Nigerian Agricultural Insurance Corporation and Union Bank are expected to make available loans to interested participants of the programme at the end of the training.

She further said, the training will afford serving Civil Servants to enjoy multiple streams of income through Agriculture and its value chain, as enshrined in the revised Public Service Rules(PSR) and also prepare exiting civil Servants for better life after Service.

Speaking earlier, the Administrator/Chief Executive officer PSIN, Dr. Abdul-Ganiyu Obatoyinbo mni, commended the Head of the Civil Service of the Federation Mrs. Didi Esther Walson-Jack and the authority of Bayero University Kano for such a laudable initiative and noted that entrepreneurship and commercial orientation is a must have for all Civil Servants and learning a skill is an avenue to create wealth. According to him “if you cannot create wealth, you will be poor”.

He further stated that “the world itself is an enterprise, failure is not an excuse but part of Life, you can get what you want if you believe in yourself, no one is useless, the need to identify ones areas of strength is very key”. He admonished participants to embrace the opportunity, for it is a guaranteed pathway to self-sufficiency while in active Service and outside Service.

He further advised participants to exchange contacts for networking purposes among themselves after the training.
