However, VST programmes require meaningful designs to facilitate effective implementation as well as result-oriented management to guarantee sustainability. Therefore, stakeholders in charge of designing, implementing and managing VST programmes in both public and private sector institutions require to possess core competencies for successful design, implementation and managing VST programmes.
