Chief Executive Officer / Adminstrator’s Profile
Barrister Imeh is a seasoned public sector leader, policy strategist, and legal adviser with over 20 years of experience driving institutional reform, infrastructure development, and human capital transformation. She is the newly appointed Administrator/Chief Executive Officer of the Public Service Institute of Nigeria (PSIN), the central learning institution for the Nigerian Public Service.
Barrister Imeh has held senior roles in government, multilateral programs, and the private sector. She served as the Senior Special Assistant to the President on Infrastructure (SSAP-I), where she provided strategic oversight for Nigeria’s national infrastructure portfolio and contributed to the design of the National Development Plan (2021–2025). Her expertise in policy formulation, stakeholder engagement, and strategic planning has been instrumental in advancing Nigeria’s development agenda.
Before her appointment as SSAP-I, she was the Country Project Manager for USAID’s Power Africa Program. In this role, she managed multi-million-dollar initiatives that successfully mobilized over $2.5 billion in private sector investments for Nigeria’s power sector. Her leadership was pivotal in driving energy sector reforms and enhancing service delivery. In recognition of her significant contributions to public sector capacity development, Barrister Imeh has received several awards from the United States Governmentin her role as country project manager for Power Africa.
Her extensive career also includes serving at the Bureau of Public Enterprises as a ports, railways and energy sector reform specialist and as a regulator at the Nigerian Electricity Regulatory Commission. Similarly, she was a policy consultant with the United Nations Department of Economic and Social Affairs in New York. Throughout her career, Barrister Imeh has consistently driven sustainable development, innovative financing, and transformational policy initiatives at both national and international levels.
Barrister Imeh is a highly accomplished professional, holding a Barrister at Law (BL) from the Nigerian Law School, a Bachelor of Laws (LL.B) and a Master of Law (in view) from Baze University. Her academic qualifications also include a Master of Science (MSc) in Energy Studies from the University of Dundee, a Post-Graduate Diploma (PGD) in Business Administration from the University of Abuja, and a Bachelor of Science (BSc) from the University of Uyo. She is also an Associate member of the Chartered Institute of Arbitrators (ACIArb) in the United Kingdom.
To complement her extensive experience, Barrister Imeh has earned numerous certifications from prestigious global institutions. These include certificates in Infrastructure in a Market Economy from the Harvard Kennedy School of Government, Project and Infrastructure Finance from the London Business School, Utility Regulation from the London School of Economics, Power Sector Reform and Regulation from the University of Cape Town, Project Design and Management Course from the USAID University, Credit Analysis and Management Program from the Lagos Business School, Policy and Strategy Development in Public Sector from the Borough College, London and Renewable and Climate Finance from the Frankfurt School of Management.
